Why are no life jackets available/approved for infants in Canada, but there are in the US?

The US and Canada have different standards for infant life jackets. 

The United States Coast Guard (USCG) regulations include an infant life jacket for users with a weightless than or equal to 33 lbs. For more information on US Infant life jacket standards, please visit www.uscgboating.org. 

In Canada, approved life jackets and PFDs are not available for infants who weigh less than 20 lbs. For the Canadian Coast Guard's web page outlining the fitting of life jackets for children and infants, please visit www.ccg-gcc.gc.ca.
